• Mobile County judge of probate shall conduct a referendum election at the 2012 primary election with four questions regarding the composition of the Mobile County Commission.

• Question 1 asks voters whether to continue the current three-member full-time commission structure.

• Questions 2-4 offer alternatives: five full-time members from single-member districts, five part-time members with a county manager, or seven part-time members with a county manager.

• The question receiving 50 percent plus one votes at the primary election shall be implemented; if none reaches that threshold, the two highest-polling questions advance to the general election with the general election winner being implemented.

• County manager positions (if selected) require a four-year college degree in public administration, political science, or business management, plus 5-10 years of administrative experience, and serve at the pleasure of the county commission.
