Creates the Alabama PK-20 Leadership Council tasked with developing and recommending proposals to improve education quality and effectiveness throughout the state.

Council focuses on three primary purposes: bridging academic expectations between PK-12 and postsecondary education, promoting effective preparation strategies for college and work with emphasis on math, science, and technical education, and advocating for integrated initiatives to increase student aspirations and achievement.

Membership includes 34 voting members representing K-12 education, two-year colleges, four-year universities, state government, and business interests, with rotating leadership among the State Superintendent of Education, a university president, and the Chancellor of Postsecondary Education.

Establishes an executive committee chaired by the council chair, consisting of key education leaders and five additional council members selected through designated procedures.

Council must meet at least three times annually and provide progress reports to the Governor, Lieutenant Governor, legislative leadership, and education boards.
