Prohibits the State of Alabama, its agencies, departments, commissions, political subdivisions, public institutions of higher education, and government institutions from discriminating against or granting preferential treatment based on race, sex, color, ethnicity, or national origin in public employment, public education, or public contracting.

Permits bona fide qualifications based on sex that are reasonably necessary to the normal operation of public employment, public education, or public contracting.

Allows actions necessary to establish or maintain eligibility for federal programs if ineligibility would result in loss of federal funds to the state.

Declares any action taken in violation of the prohibition void ab initio.

Becomes effective on the first day of the third month following passage and approval by the Governor.
