Amends Section 11-42-5 of the Code of Alabama 1975 to ratify and validate all municipal annexations completed prior to the effective date of this act, notwithstanding any procedural irregularities or defects.

Exempts from validation any annexation that was previously held invalid by the Alabama Supreme Court, Court of Civil Appeals, or circuit court, or any annexation where an appeal was not timely taken.

Exempts from validation any annexation where validity is an issue in a pending legal action commenced prior to the effective date of this act.

Does not alter Article 5 (Section 11-49-80, Chapter 49) requirements that municipalities assume responsibility for roads annexed under certain circumstances.

Becomes effective immediately upon passage and approval by the Governor.
