• Amends Alabama Code Section 41-16-27 to allow awarding authorities to issue secondary contracts to Alabama businesses certified under the Federal HUBZone program, limited to 20 percent of the original contract value.

• Secondary awards may be made to HUBZone-certified businesses whose bids do not exceed 5 percent of the lowest responsible bid and meet all conditions and specifications in the invitation-to-bid.

• Requires awarding authorities to include notice in the invitation-to-bid that a secondary award may be made when a single invitation specifies divisible, independent deliverables.

• Legislative intent declared that the act will foster small business growth throughout the state by allowing incremental business expansion and job creation.
