• Amends Alabama Code Section 31-6-11 to establish eligibility requirements for veterans' educational benefits, including proof of identification, honorable discharge, and residency status.

• Allows disabled veterans with a service-connected disability rating of 70 to 90 percent who have been permanent state residents for at least 10 years to apply for educational benefits, along with their spouses and children.

• Changes residency requirement for spouses and children of totally and permanently disabled veterans from 5 years to 10 years of bona fide state residency prior to application.

• Authorizes the State Department of Veterans' Affairs to develop criteria for awarding benefits and to limit benefits based on available funding and resources.
