Amends Section 29-2-41.1 to limit emergency contracts for personal and professional services to a maximum of 60 days, during which the Contract Review Permanent Legislative Oversight Committee must review any longer-term contract if services are needed beyond that period.

Prohibits institutions or agencies from entering a second identical or substantially similar emergency contract for the same services within one calendar year of the initial emergency contract's commencement.

Requires immediate notification to the committee upon letting an emergency contract that will be followed by a longer-duration subsequent contract, with the committee's 60-day review running concurrently with the emergency contract term.

Amends Section 41-16-72 to apply the same 60-day emergency contract limitation and prohibition on repeated emergency contracts to professional services procurements by state entities.

Becomes effective on the first day of the third month following passage and approval by the Governor; passed by Senate on March 4, 2011 with a vote of 31-0.
