• Urges Congress to propose and submit a federal balanced budget amendment to the states for ratification.

• If Congress does not submit such an amendment by December 31, 2011, Alabama makes application under Article V of the U.S. Constitution to call a constitutional convention for the exclusive purpose of proposing a balanced budget amendment.

• The proposed amendment would require that total federal appropriations not exceed total federal revenue for any fiscal year, except in cases of national emergency approved by Congress.

• Requests other state legislatures to apply to Congress requesting a convention to propose the balanced budget amendment.

• Application is automatically rescinded if Congress submits a balanced budget amendment before the deadline or if any convention includes purposes other than a balanced federal budget.
