The Alabama Legislature strongly urges and expects local school systems and local governmental entities to hire or use local and in-state contractors to rebuild or repair buildings damaged or destroyed by recent tornadoes.

Local and in-state contractors are identified as well-trained and capable of performing tornado-related reconstruction and repair work.

Using local and in-state contractors is intended to benefit the morale of tornado-affected residents and support the local economy.

Alabamians' tax payments fund the repair of damaged or destroyed public buildings and structures owned by local systems and governmental entities.

The resolution was adopted by the Senate on May 3, 2011, and adopted by the House of Representatives on the same date.
