Creates the Alabama Pulp and Paper Industry Permanent Legislative Caucus as a permanent body with voluntary membership open to any legislator supporting the industry's sustainability.

Caucus shall study economic effects of federal rules and regulations on Alabama's pulp and paper industry, which generates an estimated $8 billion in annual revenue and employs over 43,000 individuals.

Caucus shall examine workforce development needs and methods to ensure continued sustainability of the pulp and paper industry in Alabama.

Caucus shall report findings and recommendations to the Legislature and state agencies, advise the Alabama Congressional Delegation, and deliver comments to federal regulatory agencies on proposed rules affecting the industry.

Members receive no legislative compensation, per diem, or travel expenses, but the Secretary of the Senate and Clerk of the House shall provide clerical assistance upon request.
