Supports a rational energy strategy that utilizes domestic energy reserves to lower energy costs and create cleaner and renewable energy sources.

Requires copies of the resolution be sent to Alabama's congressional delegation, the Speaker of the U.S. House, President of the U.S. Senate, and the President of the United States.
