• Amends Section 17-8-1 of the Alabama Code to authorize the appointment of alternate election officials through local law when appointed inspectors or clerks are unable to perform their duties.

• Prioritizes appointment of alternates who are registered voters in the precinct where a vacancy exists, with alternates drawn from qualified electors county-wide if needed.

• Limits the number of alternates by county population: up to 4 alternates in counties with less than 100,000 inhabitants, up to 12 in counties with 100,000-250,000 inhabitants, and up to 24 in counties with more than 250,000 inhabitants.

• Requires local law to limit the number of alternates serving and prohibits payment for alternates exceeding the number authorized by local act.
