HB111 - Hemophilia Standards of Care Act

• Requires pharmacy providers dispensing blood clotting products for home use to meet specified standards including 24/7 pharmacist availability, 24-hour shipping, supply of all FDA-approved brands, and provision of home nursing services and ancillary infusion equipment.

• Mandates health insurers provide coverage for persons with hemophilia and bleeding disorders including physician services for inpatient and outpatient care, blood clotting factor products, and diagnostic laboratory services.

• Requires physicians to request medical screening for von Willebrand's disease and other bleeding disorders at a clinical coagulation laboratory before recommending invasive uterine surgical procedures for treatment of menorrhagia.

• Authorizes the Alabama Department of Public Health to adopt rules implementing the act and to compile and distribute lists of compliant full-service home care pharmacies.

• Exempts the public Hemophilia Treatment Program and other programs administered by the Department of Rehabilitation Services from requirements except for certain insurance coverage provisions.
