• Alabama affirmatively opts out of allowing health insurance plans that cover abortions to participate in state health insurance exchanges created under the Patient Protection and Affordable Care Act (P.L. 111-148).

• Prohibits all health insurance contracts, plans, and policies issued in Alabama from covering elective abortions except through optional riders purchased separately with additional premiums.

• Exempts abortion coverage from the prohibition when the mother's life is endangered by physical disorder, illness, or injury (including pregnancy-related conditions), or when pregnancy results from rape or incest.

• Applies to health insurers, nonprofit health services corporations, health maintenance organizations, employers providing self-insured coverage, and other related insurance plans under Alabama law.

• Takes effect on the first day of the third month following passage and gubernatorial approval.
