Changes requirement to authorization for the Department of Veterans' Affairs to pay employee salaries and expenses from the State General Fund for the fiscal year ending September 30, 2012.

For fiscal years beginning October 1, 2012 and thereafter, allows (rather than requires) salaries and expenses of department officials, employees, and related office operations to be paid from the State General Fund.

Maintains requirement that counties furnish suitable office space for district and county service commissioners' offices and pay associated maintenance costs including rent, utilities, janitorial services, and other facility expenses.

Requires that after fiscal year ending September 30, 2013, all department salaries and expenses must continue to be paid from the State General Fund with the same county office space and maintenance provisions.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
