Prohibits persons in public places (streets, sidewalks, buses) in Montgomery, Alabama from wearing pants more than three inches below the hips that expose undergarments.

Juveniles violating this provision face civil penalties of $25-$100 per offense or 10-20 hours of court-approved community service, with court costs waived.

Adults violating this provision face civil penalties of $25-$150 per offense or 10-40 hours of court-approved community service, with court costs waived.

Violations are civil infractions only and cannot be treated as criminal offenses; violators cannot be arrested, imprisoned, or subjected to criminal penalties.

The act becomes effective on the first day of the third month following passage and gubernatorial approval.
