Authorizes the Sheriff of Dale County and authorized agents to operate a jail store for prisoners within the county jail to serve the needs of the jail population.

Requires the sheriff to establish and maintain a tax-exempt Sheriff's Law Enforcement Fund in a Dale County bank where all jail store proceeds must be deposited and accounted for.

Mandates that the jail store account and Sheriff's Law Enforcement Fund be audited by the Department of Examiners of Public Accounts at the same time as other sheriff accounts, with audit copies submitted to the sheriff within 30 days of completion.

Directs all profits from jail store operations to be expended at the sheriff's discretion for law enforcement purposes in Dale County in the interest of the public.

Ratifies and confirms any jail store operations and existing proceeds from operations prior to the effective date of the act, with prior proceeds to be deposited into the newly created Sheriff's Law Enforcement Fund.
