Amends Section 32-6-3 of the Code of Alabama to allow private high school driver education instructors who are certified, approved, and trained by the Department of Public Safety to serve as third party testing agents for driver's license examinations.

Permits high school students currently enrolled in or beginning enrollment in driver education classes to submit proof of passing written, oral, vision, and driving portions of the exam administered by either a certified public school instructor or a certified private school instructor instead of taking the Department of Public Safety examination.

Clarifies that the State Department of Education bears no responsibility for approving or training private high school driver education instructors as third party testing agents.

Requires all examination reports be submitted on forms provided by the Director of Public Safety and must indicate whether the applicant passed.

Effective on the first day of the third month following passage and approval by the Governor.
