• Allows departments or public entities to submit a letter of intent to contract in lieu of the full proposed contract, with the actual contract to be submitted to the committee upon execution.

• Provides exemption from committee review for emergency contracts affecting public health, safety, security, or economic welfare, with emergency economic contracts limited to 60 days unless the committee approves a longer period.
