State Board of Education must provide all public school students with textbooks within the first 10 days of a semester that are no more than 5 years old, effective beginning with the 2013-2014 school year.

Students must receive adequate and current textbooks and instructional supplies in suitable condition appropriate for their coursework, with each student receiving their own copy to take home daily.

Students and parents are responsible for caring for provided textbooks and instructional supplies to prevent damage; teachers shall not be required to make personal expenditures for classroom materials.

Bill is excluded from Amendment 621 constitutional requirements because it requires expenditures only by school boards, not local governmental entities.

Effective date is the first day of the third month following passage and gubernatorial approval.
