Changes Section 17-4-1 of the Code of Alabama 1975 to make publication of qualified electors lists optional rather than mandatory for judges of probate.

Allows judges of probate to publish alphabetical lists of qualified electors by county, precinct, district, or subdivision in newspapers with general circulation on or before the 20th day before the primary election.

Permits supplemental lists of voters inadvertently omitted from the original list to be published at the judge's discretion, rather than as a requirement.

Authorizes county commissions to publish lists as preprinted or inserted advertising supplements at rates no greater than the newspaper's lowest applicable national insertion rates, with specifications on paper type, font size (minimum 9 point), and format.

Becomes effective immediately upon passage and approval by the Governor, or upon becoming law otherwise.
