AL HB22

Authorizes persons absent from Alabama on military duty, eleemosynary journey, mission assignment, or similar purposes to designate a place of residence within the state by filing a notarized declaration with the county judge of probate.

Designates the person and dependent children as residents of the declared location for all legal purposes except voter registration and qualification for elected office.

Prohibits a person from registering to vote or qualifying for elected office based solely on a filed declaration of residence unless they otherwise meet all legal requirements.

Specifies that a declaration of residence does not establish permanent residency for purposes of the Alabama G.I. and Dependents' Educational Benefit Act.

Becomes effective on the first day of the third month following passage and approval by the Governor.
