Prohibits municipalities from adopting ordinances that establish automated red light traffic control photographic systems within their jurisdiction.

Defines automated red light traffic control photographic systems as electronic systems using cameras and vehicle sensors to automatically photograph or record vehicles violating steady red light signals or speeding.

Requires all municipalities that have already enacted ordinances establishing automated red light traffic control photographic systems to repeal those ordinances within six months after the act becomes effective.

Becomes effective on the first day of the third month following passage and approval by the Governor.
