Amends Section 9-3-9 of the Alabama Code to establish that violations of State Forestry Commission rules pertaining to conduct on state forest land constitute a criminal offense rather than a civil violation.

Classifies violations of state forest conduct rules as a Class C misdemeanor, making them subject to criminal penalties.

Prohibits the State Forestry Commission from promulgating additional violations without legislative enactment.

Defines "state forest" as land owned, leased, or otherwise held by the commission and designated by the commission as a state forest.

Became effective on the first day of the third month following passage and approval by the Governor.
