• Establishes procedures for compiling, reproducing, and publishing Alabama legislative journals, acts, and resolutions, replacing provisions repealed by Act 2009-763.

• Secretary of the Senate and Clerk of the House must deliver journals to the Secretary of State and vendor within 16 weeks of final adjournment, with provisions for time extensions in cases of extreme hardship or uncontrollable circumstances.

• Acts must be reproduced and bound in one volume (or more if exceeding 1,200 pages) and distributed within 90 days; journals must be distributed within 150 days, with both to include names and addresses of state officials and legislators.

• Vendor must reproduce 1,700 copies of pamphlet acts within 10 calendar days of receiving copy and distribute to courts, law libraries, county officials, and other state entities; failure to meet deadlines results in $100 per day liquidated damages.

• Bill allows House and Senate Clerks discretion to bind and reproduce journals in their own offices and permits immediate reproduction of acts during legislative recesses longer than 30 days.
