• Proposes a constitutional amendment to establish legislative compensation at Alabama's median annual household income, adjusted annually by the State Personnel Board effective January 1st each year.

• Repeals existing constitutional amendments (39, 57, 339) and prior legislation governing legislative compensation and expenses, including Acts 87-209, 90-490, 91-95, 91-108, and 2007-75.

• Requires legislators to submit signed vouchers for expense reimbursement using the same procedures as state employees, with approval by the President of the Senate or Speaker of the House.

• Limits expense reimbursement to: travel on official business outside a member's district at state employee rates, other actual expenses for official duties, and authorized presiding officer expenses; prohibits travel reimbursement for members residing within 50 miles of the seat of government except transportation costs.

• Prohibits the Legislature from increasing, supplementing, or enlarging compensation or expense reimbursement beyond amounts specified in the amendment, effective with terms commencing after the 2014 General Election.
