HB279 Summary

• Authorizes the Comptroller to transmit Penny Trust Fund proceeds annually to the Department of Public Health upon application of the State Health Officer, with 50% for infant mortality/child health programs and 50% for indigent health care programs.

• Authorizes the Comptroller to transmit Penny Trust Fund proceeds to the State Board of Education upon application of the State Superintendent of Education for school systems' disease prevention programs, subject to board approval.

• Appropriates accumulated earnings from the Penny Trust Fund (90% of prior fiscal year's earnings) starting in fiscal year 2012 and forward to fund all approved applications and proposals as certified by the State Treasurer.

• Defines the Board of Control of the Penny Trust Fund as consisting of the Governor, State Treasurer, State Health Officer, State Superintendent of Education, and State Auditor (or their designees).

• Becomes effective January 1, 2013.
