Amends Section 13A-5-13, Code of Alabama 1975, to extend hate crime penalties to crimes motivated by the victim's sexual orientation, gender identity, or gender expression.

Establishes minimum sentences for hate crimes: Class A felonies minimum 15 years, Class B felonies minimum 10 years, Class C felonies minimum 2 years, and misdemeanors as Class A misdemeanor with minimum 3 months.

Requires proof beyond a reasonable doubt that the crime was motivated by the victim's actual or perceived sexual orientation, gender identity, or gender expression to impose enhanced penalties.

Defines "sexual orientation" as heterosexuality, homosexuality, or bisexuality for purposes of the statute.

Becomes effective on the first day of the third month following passage and gubernatorial approval.
