Amends Section 29-2-159 of the Alabama Code to increase the base compensation amount for wrongfully incarcerated persons from $50,000 to $75,000 per year of incarceration.

Maintains the pro rata payment structure for partial years of incarceration at the increased rate.

Preserves the Committee on Compensation for Wrongful Incarceration's authority to recommend discretionary supplemental awards beyond the base amount, which must be presented to the Legislature as separate bills.

Requires the Comptroller to pay base awards from state-appropriated funds upon committee certification, with supplemental amounts paid as provided by legislative action.

Becomes effective on the first day of the third month following passage and gubernatorial approval, or upon becoming law without signature.
