Amends Section 25-9-11 of the Code of Alabama 1975 to modify qualifications for mine or fire boss foreman's certificate of competency.

Requires applicants to be U.S. citizens or legally present in the United States with appropriate federal documentation.

Requires four years practical mining experience or three years equivalent experience plus graduation from an accredited school or completion of an associate degree in mine technology, with educational credentials counting as 1-2 years of experience credit.

Requires applicants to provide affidavits confirming good moral character, temperate habits, and that they are not members of organizations advocating overthrow of the U.S. government.

Requires applicants to demonstrate English language proficiency and provide notarized statements from previous employers documenting length of service and type of work performed in various mines.

Effective date is the first day of the third month following passage and governor approval.
