Appropriates funds for Alabama public education support, maintenance, development, debt service, and capital outlay for fiscal year ending September 30, 2013.

Establishes funding from Education Trust Fund (ETF), Alabama Peace Officers' Standards and Training Fund, Impaired Drivers Trust Fund, Driver Education and Training Fund, Special Education Catastrophic Fund, and Public School Fund.

Sets Foundation Program salary matrices for classroom teachers based on 187 contract days and experience levels, ranging from $36,144 to $60,824; establishes school nurse salaries based on 182 contract days.

Allocates $8,940,252 for K-12 school systems that did not receive prior distributions of Sixteenth Section Land Grant interest income under a Class Settlement Agreement.

Specifies $475,284,870 for Teachers' Retirement System investment underperformance coverage and sets State Employee Health Insurance Board (SEIB) rate at $765 per month for full-time employees.
