Appropriates $582,997 from the Education Trust Fund to Talladega College in Talladega, Alabama for the fiscal year ending September 30, 2013.

Appropriation is subject to the Budget and Financial Control Act and The Budget Management Act of 1976 under Code of Alabama 1975.

Requires Talladega College to submit an operations plan for fiscal year 2012-2013 with goals and measurable performance indicators to the Director of Finance before funds are released.

Requires submission of an audited financial statement for all operations during fiscal year 2010-2011 prior to fund release.

Mandates quarterly reports to the Director of Finance comparing actual expenditures and accomplishments to planned amounts, plus an end-of-year performance report for fiscal year 2012-2013.
