Alters, rearranges, and extends the boundary lines and corporate limits of the municipality of Woodland in Randolph County to annex approximately 960 acres of additional territory across six sections in Township 19 South, Range 12 East.

Requires a referendum election among qualified electors in the proposed annexation territory to approve the boundary expansion, with the city council to order the election within 30 days of the act's effective date and hold it between 20-40 days after the order.

Annexation becomes effective immediately upon majority approval in the referendum; if voters reject the proposal, the act is repealed with no further effect.

Municipal clerk must provide notice of the election by one newspaper insertion in the annexation area, and the municipality of Woodland bears all costs and expenses of the election.

A map showing the proposed annexed territory is filed in the office of the Judge of Probate in Randolph County and available for public inspection.
