HB343 - Health Care Sharing Ministries Freedom to Share Act

• Establishes "Health Care Sharing Ministries Freedom to Share Act" to authorize faith-based nonprofit organizations to facilitate matching of participants with medical or financial needs with those willing to provide assistance.

• Defines health care sharing ministry as a tax-exempt faith-based nonprofit that limits participants to those of similar faith and matches those needing assistance with those able to provide it based on organization-established criteria.

• Requires health care sharing ministries to provide written monthly statements to participants listing total qualified needs submitted and amounts assigned for contribution.

• Mandates written disclaimer on all applications and materials stating the organization is not an insurance company, participation is voluntary with no legal obligation to contribute, and participants remain personally responsible for their own medical bills.

• Exempts health care sharing ministries from regulation under Alabama's insurance laws (Title 27, Code of Alabama 1975).

• Effective date: first day of the third month following passage and approval by the Governor.
