Increases the age requirement for mandatory personal flotation device (life jacket) wear from under 8 years to under 13 years of age on any vessel or boat on Alabama state waters.

Requires all personal flotation devices to be United States Coast Guard approved, properly sized, and securely fastened (strapped, snapped, or zippered) at all times of use.

Exempts persons inside an enclosed cabin or enclosed sleeping space from the personal flotation device requirement, regardless of whether the vessel is in operation.

Makes it a Class B misdemeanor for any person to fail to require or permit a person under their legal custody or control to comply with the requirement, with a minimum fine of $100.

Takes effect on the first day of the third month following passage and approval by the Governor.
