• Requires secondary metals recyclers to obtain a $200 permit from the county sheriff valid for 24 months, and sellers of nonferrous metals to obtain a free permit from the sheriff valid for 12 months.

• Mandates secondary metals recyclers pay for all metal purchases by check mailed to the seller's address and maintain detailed records including seller identification, photographs, and vehicle information.

• Prohibits secondary metals recyclers from purchasing metal property from persons under age 18 and restricts business hours to between 6 a.m. and 9 p.m.

• Creates criminal penalties for transporting or selling stolen nonferrous metals without a permit (Class C felony), cutting or damaging property to obtain nonferrous metals (Class A misdemeanor to Class B felony depending on damage value), and selling specific items including cemetery bronze objects, manhole covers, and utility equipment without documentation of ownership.

• Effective 60 days after passage and approval by the Governor.
