• Requires individuals applying for absentee ballots to submit a copy of personal identification with their application, rather than only with the voted ballot.

• Exempts voters identified in Section 17-9-30(c) from the identification requirement at time of application.

• Establishes that absentee voters unable to provide required identification will cast provisional ballots that are counted only if identification is provided to the board of registrars by 5:00 P.M. on the Friday following the election.
