AL HB38

Amends Section 31-13-29 of the Alabama Code to add a valid Uniformed Services Identification and Privilege Card as acceptable documentation to demonstrate eligibility for state and political subdivision business transactions.

Allows individuals to present a Uniformed Services ID card as an alternative to documents listed in Section 31-13-28 or verification through the Systematic Alien Verification for Entitlements (SAVE) program operated by the Department of Homeland Security.

Applies to business transactions including motor vehicle license plate applications or renewals, driver's license applications or renewals, and business license applications or renewals, but excludes marriage license applications.

Maintains existing prohibitions on aliens not lawfully present in the United States entering into business transactions with the state or political subdivisions, with violations classified as Class C felonies.

Becomes effective on the first day of the third month following passage and approval by the Governor, with the bill passing the House 92-0 on February 23, 2012.
