The Alabama Department of Finance shall develop and maintain an automated inventory of all state facilities and lands owned, leased, rented, or otherwise occupied by state agencies or the judicial branch, including location, occupying agency, and ownership information.

The inventory definition of "facility" includes buildings, structures, and building systems but excludes State Transportation Department facilities, which shall maintain its own separate inventory.

The Commission on Higher Education and State Department of Postsecondary Education shall develop and maintain inventories of state university and community college facilities in a format acceptable to the Department of Finance.

The Department of Finance shall update inventories at least once every 3 years, with state agencies and the judicial branch required to report significant changes and new acquisitions as they occur.

The act becomes effective January 1, 2013, and passed the House with a vote of 93-0.
