Establishes the "New Assistive Devices Warranty Act" to provide consumer protections for assistive devices including wheelchairs, hearing aids, communication devices, and mobility aids, but excludes motor vehicles and batteries.

Requires consumers to report nonconformities to manufacturers or dealers and make devices available for repair within the express warranty period.

Mandates manufacturers provide refunds or replacements if they refuse to repair a device or fail to actually repair reported defects, with refunds including full purchase price, taxes, finance charges, and collateral costs minus reasonable wear allowance.

Allows consumers to bring civil actions within two years for violations and awards prevailing consumers up to twice the pecuniary loss plus costs, attorney fees, and equitable relief.

Voids any consumer waivers of rights under the act and does not limit other remedies available under law; becomes effective on the first day of the third month following passage and governor approval.
