• Limits all emergency contracts exempted from legislative committee review to a maximum term of 60 days, regardless of the type of emergency declared.

• Prohibits state institutions or agencies from entering into a second identical or substantially similar emergency contract for the same services within one calendar year of the initial emergency contract's commencement date.

• Requires institutions or agencies to notify the Contract Review Permanent Legislative Oversight Committee immediately upon letting an emergency contract that will be followed by a subsequent longer-duration contract, with the committee's 60-day review period running concurrently with the emergency contract term.

• Extends the same 60-day limit and one-year prohibition on similar contracts to emergency professional services contracts under Section 41-16-72.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
