• Requires voters applying for absentee ballots to submit a copy of personal identification with their application, moving the identification requirement from the time of voting to the application stage.

• Except for voters identified in Section 17-9-30(c), individuals must submit one of the forms of identification listed in Section 17-9-30 when making application to vote by absentee ballot.

• Establishes that voters unable to meet identification requirements at the application stage will cast provisional ballots, which become counted only if identification is provided to the board of registrars by 5:00 P.M. on the Friday following the election.

• Board of registrars must verify provisional ballots within seven days of the election and provide voters with information about whether their vote was counted and the reasons for rejection, available by telephone, letter, or secure electronic means at no cost.

• Becomes effective on the first day of the third month following passage and approval by the Governor.
