Amends Act 2011-527 to distribute increased TVA in-lieu-of-taxes payments to Marshall County school systems for National Board Certification teacher compensation.

Allocates 25 percent of the increase to Marshall County Board of Education, Arab City, Guntersville City, Albertville City, and Boaz City school boards on a per-pupil basis based on student enrollment.

Requires school systems to pay National Board Certified teachers the difference between state payments and $5,000 annually, with any remaining funds available for board discretion.

Allocates 75 percent of the increase to a county discretionary fund managed by a three-member committee appointed by the state Senator and House Representatives representing Marshall County.

Distributions are made separate from all other TVA in-lieu-of-taxes payments including those under Act 2007-498; act becomes effective immediately upon passage and gubernatorial approval.
