Requires contractors performing work on state construction projects funded by state or federal funds to ensure at least 50 percent of workers are bona fide Alabama residents.

Exempts projects partially funded by federal aid from the U.S. Department of Transportation and projects where residency preference laws are specifically prohibited by federal law.

Makes state construction contracts invalid unless they contain language implementing the residency requirement and receive approval from the Director of the Department of Finance.

Allows the Director of Finance to approve a lower percentage if contractors cannot guarantee 50 percent Alabama residents due to lack of qualified personnel.

Designates the Department of Finance to enforce the requirement, investigate violations, and adopt implementing rules; becomes effective on the first day of the third month following passage and Governor approval.
