Deletes the requirement that the frame be considered separately when determining if a rebuilt vehicle can be titled, allowing frame consideration only as part of the majority of major component parts analysis.

Authorizes the Department of Revenue to issue a certificate of title for rebuilt vehicles provided the majority of major component parts were not obtained from a junk vehicle, regardless of frame origin.

Maintains existing prohibitions on titling vehicles that have junk, parts car, parts only, or nonrebuildable designations from any state, or vehicles with certificates of destruction or bills of sale with similar language.

Becomes effective on the first day of the third month following passage and approval by the Governor.
