Authorizes city mayors in Jefferson County to designate a city officer or employee to process motor vehicle license plate renewals for city residents.

City license plate issuing officials must collect renewal fees, ad valorem taxes, and issuance fees, then remit them to the county (less commissions retained by the city) at a rate of 1 percent for assessments and 1 percent for collections.

Requires cities to be audited by the Examiners of Public Accounts and be responsible for any audit-determined shortages related to motor vehicle license plate renewals.

Mandates that city license plate issuing officials and their employees be bonded by an authorized bonding company in amounts sufficient to cover probate judge bond requirements under Alabama Code Section 12-13-33.

Effective January 1, 2013, following passage and gubernatorial approval.
