Requires applicants for security officer licensure to submit to criminal history background checks through the Alabama Bureau of Investigation and Federal Bureau of Investigation, with costs borne by applicants.

Allows the Alabama Security Regulatory Board to determine licensure fees with caps: contract security company fees not to exceed $500 and cannot increase more than $50 per licensing period; security officer fees not to exceed $150 and cannot increase more than $25 per licensing period.

Removes exemptions for persons employed with contract security companies employing fewer than 100 security officers and for persons 65 years of age or older who work as security officers.

Changes terminology from "certification" to "license" throughout the chapter governing security officer regulations.

Becomes effective on the first day of the third month following passage and approval by the Governor.
