Changes auctioneer license renewal period from annually to every two years, with license fees not to exceed $500 for auctioneers and $200 for apprentice auctioneers per two-year period.

Establishes inactive license status for auctioneers who request it in writing and pay a fee, renewable every two years; licensees on inactive status cannot conduct auction activities but may reactivate upon meeting continuing education requirements.

Expands board authority to investigate auctioneer conduct, issue complaints, and hold hearings; allows board to suspend or revoke licenses for patterns of frivolous or unfounded complaints filed by licensees.

Increases administrative fine authority from $200-$500 to $500-$5,000 per violation and raises civil penalty in injunction actions to $50 per day per violation.

Modifies board meeting requirements from at least four times annually to quarterly meetings, with a majority of appointed members constituting a quorum; repeals Section 34-4-22 regarding the register of applicants.
