• Applies exclusively to Monroe County to establish an improved system for recording, archiving, and retrieving documents affecting property titles in the probate office.

• Judge of probate may install and maintain equipment and procedures for recording real property instruments, personal property instruments, general property instruments, and other documents at the judge's discretion.

• Imposes a special recording fee of $5 on each real property instrument, personal property instrument, Uniform Commercial Code document, and other documents filed in the probate office, with all fees deposited into the Judge of Probate Fund.

• Imposes an additional special transaction fee of $3 on transactions occurring under the jurisdiction of the judge of probate, as determined by the judge, with proceeds also deposited into the Judge of Probate Fund.

• Funds collected shall be used at the judge's discretion for the improved recording system, equipment, maintenance, and office improvements, with the fund subject to audit by the Examiners of Public Accounts and public access to expenditure records.
