Establishes licensing and regulation framework for public adjusters in Alabama, modeled after the National Association of Insurance Commissioners' Public Adjuster Licensing Model Act.

Requires public adjusters to complete a 20-hour prelicensing course, pass a written examination, maintain a $20,000 bond or letter of credit, and complete 24 hours of continuing education (including 3 hours in ethics) every 2 years.

Restricts public adjusters to assisting insureds with first-party property claims only and prohibits them from representing insurers, giving legal advice, or engaging in certain unfair practices.

Mandates written contracts with specific required terms, limits fee collection to 10 percent during declared states of emergency, prohibits advance fees, and allows insureds a 3-5 day cancellation period.

Amends Section 27-4-2 of the Code of Alabama to establish licensing fees: $20 application fee, $80 for individual licensees and $200 for business entities per biennial renewal, plus examination fees up to $100.
